About RioRey

RioRey™, Inc. designs and manufactures Distributed Denial of Service (DDOS) protection equipment for clients ranging from data centers to universities. Our solution provides an integrated hardware and software platform to protect Internet Protocol (IP) networks against DDOS attacks by successfully identifying and filtering attacks in less than 2 minutes, while forwarding normal traffic through the network without impacting service.

The key to our approach is the examination of network behavior as a whole. Monitoring for suspicious protocols instead of analyzing individual packets allows us to rapidly identify and drop attack traffic without affecting legitimate traffic. Defense methods which require individual packet inspection cannot work efficiently against the incredible magnitude of a DDOS flood.

RioRey's DDOS detection algorithms are proven in real world settings and produce positive results without any baseline training or operator intervention. They provide a reliable way to protect widely divergent and demanding applications, including high reliability financial transactions, streaming media, and high performance, real time online games.

Management Team


Bill Wilson, Chairman

Bill Wilson is a technology investor and entrepreneur, with a successful track record as the CEO of a public company and an executive in the network communications industry. Mr. Wilson is the President of Denota Ventures, LLC a privately held, Houston-based investment company and serves as the Chairman of the Board for RioRey™, Inc. Prior to Denota Ventures, Mr. Wilson was the CEO and Co-Founder of Splitrock Services, Inc. a publicly-traded (SPLT), nationwide data communications company. Before Splitrock, Mr. Wilson was the President of OneLine Management Inc., a consulting firm that primarily served Latin American clients including Groupo Carso and Telefonos de Mexico.

Mr. Wilson began his business career as the Vice President of Strategic Planning for Williams Telecommunications, WilTel, a subsidiary of The Williams Companies. Prior to his career in business, he was a teacher and researcher at Rice University in Houston, The University of Texas at Austin and The University of Michigan in Ann Arbor. Mr. Wilson holds a Ph.D. in Social Psychology from The University of Michigan, an MBA from The University of Texas at Austin and a B.A. from Eastern Michigan University in Ypsilanti.


Kwok Li, President & Chief Executive Officer

Mr. Li is a technology entrepreneur with extensive research and development experience at leading corporations. Early in his career, Mr. Li worked for Bell Northern Research (BNR) where he designed and built an ATM switch that was featured at the Telecom 91 show in Geneva Switzerland. Following BNR, Mr. Li led the effort to bring new technology and services to the national ATM network of WilTel.

Mr. Li’s experience with bringing businesses to market began in 1994 in his role as Vice Chairman and CTO for telecommunications equipment maker Yurie Systems, Inc., where he architected the company’s cornerstone product and led the company through an IPO and eventual sale to Lucent Technologies, Inc. for $1 billion. Following the sale of Yurie Systems, Mr. Li co-founded Splitrock Services, Inc. a nationwide data communications company. As CTO, Mr. Li was the chief architect of Splitrock’s network. In his role as Chairman, Mr. Li led the company through both a public bond offering and an IPO. The company was acquired in 2000 for $2.3 billion by McLeod USA.

Since then, Mr. Li has worked on various technology startups, with the most recent being RioRey™ where he provides technical and business leadership. Mr. Li received a B.S. from Johns Hopkins University in 1979, and is currently a member of the Johns Hopkins University Board of Trustees.


Nitin Mehrotra, Vice President of Engineering & Chief Technology Officer

Mr. Mehrotra is a technologist with over twenty years of software engineering and management experience and a track record of successfully delivered complex communication products to the market. Prior to RioRey™, he was the founder and CTO of Miricast, an IP TV company that developed a video-delivery platform. Mr. Mehrotra has held senior engineering management positions as Director of Software at Alidian Networks, a developer of layer two metro optical networking platforms, and before that, as Director of Software at Lucent Technologies' Data Networking Systems Division, where he lead the group in delivering the award-winning PSAX multi-service edge switch.

Mr. Mehrotra started his career at Unisys Corporation where he worked in the operating systems development group. Mr. Mehrotra holds a M.S from Birla Institute of Technology and Science in Pilani, India and has completed graduate level Computer Science courses at both UCLA and Stanford University. He is a longtime member of the IEEE society and an early contributor to the POSIX security working groups.


Joe Chisolm, Vice President of Research

Mr. Chisolm has worked in the Computer Hardware, Software and Network Technology industry for more than 30 years. He is a seasoned technologist with an extensive background in Computer Architecture, Network Architecture, Systems Engineering, Hardware and Software Development and Engineering Management. He has a long track record of success with Honeywell, Prime Computer, Computer Translations, Splitrock Services and Xyterra Computing. Mr. Chisolm graduated from Northern Arizona University with a Bachelor of Science in Computer Science, with a dual major in both computer hardware and software engineering.


Patrick J. McGettigan

Mr. McGettigan has extensive experience in assisting senior management with business planning and development, administration, finance and operations. Prior to joining RioRey™, Mr. McGettigan served as General Counsel/ Executive Vice-President for Telentente, Inc. from 2000-2003 and General Counsel/ Senior Vice President for Splitrock Services, Inc. from 1997-2000. Mr. McGettigan received his B.A. from the University of Texas at Austin and his J.D. from South Texas College of Law.
